The Board of Visitors (BOV) is the panel of individuals appointed by Congress and the President to oversee the functioning of the Academy.

[edit] Mission

The BOV is established by federal statute (10 U.S.C. ยง 9355). By statute, the BOV must meet at least four times a year, with at least two of those meetings at the Academy. The BOV is expected to inquire into the morale, discipline, and social climate, the curriculum, instruction, physical equipment, fiscal affairs, academic methods, and other matters relating to the Academy that the Board decides to consider. The Board must prepare a semiannual report containing its views and recommendations pertaining to the Academy, with the report submitted concurrently to the Secretary of Defense, through the Secretary of the Air Force, and to the House and Senate Armed Services Committees.

By law, the Board of Visitors of the United States Air Force Academy is constituted annually and consists of 15 members, who consist of:

  • Six members designated by the President of the United States, at least two of whom must be graduates of the Academy.
  • The chairman of the House Armed Services Committee, or his designee.
  • Four members designated by the Speaker of the House, three of whom must be members of the House and the fourth of whom may not be a member of the House.
  • The chairman of the Senate Armed Services Committee, or his designee.
  • Three members of the Senate designated by the Vice President or the President pro Tempore of the Senate, two of whom must be members of the Senate Appropriations Committe

Presidential appointees are designated for a period of 3 years, but continue to sit on the board until replaced. Each of the additional nine board members serves a minimum term of 1 year. Any member whose term of office has expired shall continue to serve until his successor is appointed. The President shall designate two people each year to succeed members whose terms expire that year.
